Terms of Use

These terms apply to your use of Torrington Residents Directory. Accessing or using the pages means you accept them. If you do not accept the terms, please do not use the service or its linked search tools.

1. What This Website Is

Torrington Residents Directory is a privately operated reference for public rolls, record indexes, and historical directory collections connected with Torrington, Connecticut. It explains routes to the City Clerk, assessor, courts, state agencies, library, archives, and other custodians. It does not host government records and has no affiliation with any office, court, library, or records keeper.

2. Rules for Using This Site

Use the pages and linked tools only for lawful purposes. You may not use information from the service to:

  • Stalk, harass, intimidate, threaten, or harm another person
  • Locate someone protected by a restraining or protective order
  • Commit identity theft, fraud, impersonation, or another offense
  • Make FCRA-regulated decisions involving credit, employment, tenant, insurance, or similar eligibility
  • Scrape or republish the content at scale without permission
  • Interfere with the service, its security, or its availability

3. No Consumer Reporting Agency

This service is not a consumer reporting agency as that term is defined by the Fair Credit Reporting Act, 15 U.S.C. section 1681 et seq. Material on these pages, and information returned by a linked search tool, is not a consumer report. It may not be used to decide eligibility for credit, employment, housing, insurance, or another purpose covered by the FCRA.

4. Links to Outside Sites

External destinations include Torrington and Connecticut portals, courts, libraries, archives, USPS, and sponsored search services. Each destination sets its own rules, charges, availability, and data practices. Torrington Residents Directory does not control or adopt those outside terms.

5. No Warranties

The pages and their links are supplied on an “as is” and “as available” basis, without warranties of any kind. We do not promise that a description, coverage year, fee, portal field, external page, or returned result is accurate, complete, current, or uninterrupted. Confirm material details with the responsible custodian.

6. Limits on Our Liability

To the fullest extent permitted by law, the operators are not liable for direct, indirect, incidental, consequential, special, or similar damages arising from use of the service or a linked resource. This includes a decision, cost, loss, or dispute based on a record found through a page or outside portal.

7. Indemnification

You agree to defend, indemnify, and hold harmless the operators from a claim, demand, loss, or expense, including reasonable attorneys’ fees, that arises from your misuse of the pages, misuse of a linked tool, or violation of these terms.

8. Intellectual Property

The original writing, design, logo, layout, and organization of this service are protected by applicable intellectual-property law. Linking to a page and quoting a short excerpt with attribution is welcome. Reproducing a full page or copying the collection systematically is not permitted without authorization.

9. Changes to These Terms

We may revise these terms by posting an updated version. The revised text applies when posted unless a later effective date is stated. Continued use after a change indicates acceptance of the revised terms.

10. Cutting Off Access

Access may be blocked or restricted when a user violates these terms, abuses a search tool, threatens another person, or interferes with site operations. The operators may take that action without advance notice when appropriate.

11. Governing Law

These terms are governed by the laws of the State of Connecticut, without applying conflict-of-law principles that would select another jurisdiction. Connecticut public-record access is addressed by the Freedom of Information Act, Conn. Gen. Stat. sections 1-200 through 1-242. Connecticut privacy questions may also involve the Connecticut Data Privacy Act and its current guidance. Those laws govern public custodians and covered data practices, not the creation of a private conclusion about a person.

12. Severability

If a court finds one part of these terms unenforceable, the remaining provisions continue in effect. The invalid part will be limited or replaced only as far as required to make the rest enforceable.

13. Questions

Questions about these terms may be sent through the Contact page. Questions about a public record itself should go to the City Clerk, assessor, court, state office, library, archive, or other custodian identified on the relevant route.
